Shontell Thomas - Board Chair

Shontell Thomas is a native of New Orleans, LA. She graduated from Isidore Newman School. She completed her undergraduate and postgraduate training at The University of North Carolina at Chapel Hill. She taught as a high school Spanish teacher before pursuing her career in medicine. She currently works as a Physician with the Ochsner Medical Center.

Jennifer Gordon-Lampton - Vice Chair

Jennifer Gordon Lampton was born and raised in New Orleans, Louisiana. In May 2009, Jennifer graduated from the A.B. Freeman School of Business at Tulane University with a Bachelor of Science in Management, majoring in Legal Studies in Business and Political Science. Thereafter, in May 2012, she obtained a Juris Doctor from Loyola University of New Orleans, College of Law. Currently, Jennifer serves as a judicial law clerk to The Honorable Nakisha Ervin-Knott, Orleans Parish Civil District Court, Division D. In May 2018, Jennifer became a board member of Voices for International Business and Education, Incorporated (VIBE), which operates International High School of New Orleans. Jennifer’s professional affiliations include: Louisiana State Bar Association, New Orleans Bar Association (Young Lawyers Section Ambassador), Louis A. Martinet Legal Society (Co-Chair of the Young Lawyers Committee), and A.P. Tureaud American Inn of Court.

Karen Dwyer - Treasurer

Karen Mayer Dwyer CPA was born and raised in New Orleans, currently resides in Jefferson, LA. A Mother of 3 children and grandmother of 4, Karen has also hosted over the years 4 foreign exchanges students who still lovingly call her Mom. Karen has 46 years’ experience in public accounting and owns her own business located in Metairie, LA. Karen obtained her Bachelor of Science degree from Nicholls State University. She has been an active community volunteer for over 31 years and in 2009 received both the AICPA (American Institute of CPAs) & LCPA's (Louisiana Certified Public Accountants) Distinguished Public Service of the Year Award. Karen currently serves as an Officer on the Boards of Voices for International Business and Education (VIBE) for the International High School of New Orleans and A Child's Wish of Louisiana (ACW). Her past Board experience includes the Board of the International School of Louisiana (ISL).

Percy Manson - Secretary

Percy Manson is a Commercial Lender (Vice-President) at Gulf Coast Bank & Trust Company with over 30 years of experience in lending with financial institutions. He holds a Bachelor of Science degree in Business Finance from Louisiana Tech University in Ruston, La. He also holds a Master of Business Administration from the University of New Orleans, and he has completed LSU Graduate School of Banking.

In addition to his banking career, he is a political consultant that has helped several of our elected officials get in office on the state and local races. His involvement in the community is unlimited. He has volunteer and worked with several non-profit organizations in the Greater New Orleans Area. He serves on the board of the New Orleans Regional Black Chamber, International High School of New Orleans, and Providence Community Housing.

He enjoys spending time with his family and friend. He likes to travel and shop. He is the proud President of the Sigma Lambda Chapter of Alpha Phi Alpha Fraternity Inc. Percy is definitely a leader in our community and in his professional life.

Todrick Carmouche - Member

Dr. Todrick Carmouche, originally from Lafayette, Louisiana, is a 2002 graduate of Acadiana High School.  He received his Bachelor’s degree from the University of New Orleans in 2007. Soon after graduation, he began teaching instrumental music education to students in the city of New Orleans. Dr. Carmouche acquired his Master’s degree (Leadership in Educational Administration) in 2011 and Doctor of Education degree (Educational Leadership and Management) in 2015 from Capella University. In 2016, Dr. Carmouche founded the Carmouche Performing Arts Academy, a supportive educational community where dedicated students work towards high academic standards and pursue excellence in the performing arts. 

Dr. Carmouche continues working to instill the possibilities of music and the importance of education to all students he serves. He aims to develop students into becoming college and career-ready productive citizens in a global society.

Reginald Coleman - Member

Reginald Coleman has worked in education for over 20 years as a teacher and school leader. He helped open two charter schools in Chicago before moving to New Orleans in 2009. Reginald served as a high school principal for eight years, helping to change the school culture in the schools where he worked. He was previously the education chair for the 100 Black Men of New Orleans for three years. Reginald holds a Master’s degree from Lewis University in Organizational Leadership and a B.A. in Psychology.

Quan Le - Member

I am a first-generation Vietnamese, who has worked diligently to mitigate the spread of vaccine-preventable diseases in Louisiana. Through the Louisiana Department of Health Office of Public Health (LDH-OPH), we work to ensure our residents remain protected against vaccine-preventable diseases by making sure children and adults receive necessary vaccinations. During my tenure at LDH-OPH, I have worked to streamline immunization reporting by implementing a statewide immunization information system (IIS) for all immunization providers in Louisiana. I have also helped to develop an immunization access portal for consumers/patients to obtain their immunization records. These and similar efforts have helped Louisiana to be one of the national leaders in the IIS community.

I have served the community for over 30 years through different martial arts education and training. My students and I have competed and placed in national and global competitions. My involvement in my local community includes Tet celebrations, awareness for APII, and other events to promote greater understanding within and between cultures.

I received my undergraduate degree from the University of New Orleans in Psychology and my nursing degree from LSU School of Nursing.

Dr. Gail Medford - Member

Gail Medford is a native of New Orleans, Louisiana, and an alumna of Xavier University of New Orleans, the University of South Carolina, and the University of Maryland @ College Park, where she received her B.A in Communication Arts, M.A. in Acting and Ph.D. in Public Communications: Theatre Education, respectively. As a former military spouse, she enjoyed opportunities to engage in different theatrical venues, as well as serve as a faculty member and administrator at several two-year and four-year institutions across the USA. In addition to teaching and developing theatre and speech curricula, her higher education experiences included chairing a Department of Fine and Performing Arts, directing university faculty development, coordinating university-wide student learning assessment, and directing a university Office of Research, Planning and Accountability. After 35 years in higher education, Gail is now retired and enjoying time to engage in volunteer work and writing. She is a member of Alpha Kappa Alpha Sorority, Inc. and the National Association for Dramatic Speech Arts.

Amer Tufail - Member

Amer Tufail is the product of international schools in Switzerland (The American School in Switzerland) and Saudi Arabia (Saudi Arabian International School – Riyadh). He is the founder and principal of GreenPoint Engineering, a consulting firm that specializes in the delivery of public infrastructure projects, with a focus on water resources and sustainability. He is also a diplomate and the state representative of the American Academy of Environmental Engineers and Scientists. He and his wife Maggie have four boys and live in New Orleans.
